ARVIN, Kern County. — November 5, 2026. Voters in Arvin are choosing three council members from six ballot-listed candidates. Kern County’s November 4 preliminary report places Jose Luis Garcia Jr. first with 784 candidate selections, Gabriel Garcia second with 694, and Susanna Reyes third with 624. Nora Perez follows with 486, Lissette Medina with 477, and Anabel “Quintino” Rubio with 387.

The third-seat margin

Because three seats are open, Reyes’s 138-selection lead over Perez in fourth is a relevant cutoff to monitor. The six candidates’ selections total 3,452, which is not necessarily the number of individual voters because a resident could choose up to three candidates. The tally reports six of six council precincts initially reporting, but final certification has not occurred.

Measure H is an independent ballot decision

The same city had a separate one-percent sales-tax Measure H. The unofficial result shows 843 Yes votes (57.50%) against 623 No (42.50%), a 220-vote Yes lead. The official election dashboard labels Measure H as a simple-majority question. California58 has a separate pre-election guide on the proposal.

What is at stake

Local city council offices involve municipal budget and planning decisions. The tax vote has different legal effects, and its 1,466 reported valid Yes/No selections cannot be added to candidate votes as if voters had all selected the same question. Both remain unofficial until the county finishes its canvass.
